For my climate, you are right and that's how I plan to build mine.
If your builder person told you it is alright to build like that I would be looking for a different builder person.
Paint will protect the wall but no amount of paint will stop the water from soaking sideways once the water hits the floor which is exposed out beyond the sidewall.
