I have pneumatic power shears but I don't like that they leave sharp stubs so I don't use them. I use a large pair of tinsnips, that easily cut the wire.
Now as anyone who has done this has discovered, it gets really hard after you get about 6 or 8 inches into the cut. What I do is stand or kneel on the right side of the wire, while pulling up the left side of the wire, allowing my snips to keep reaching new wire without getting jammed up in there.
This allows me to cut very close to one side and eliminate stabby remnants.
I then take the other side and easily snip off the remaining stubs, without anything in my way. I just be careful to do it where I can collect them all because I'd hate to have a bird swallow those things.
Gloves of course are needed. Nice form-fitting soft leather provides enough protection without being so bulky that they impede your progress.
