Worried about chick

Traumatic hatch. Intervened after 24 hours as membrane dry. Chick has not fluffed up and is cheeping loudly but not standing up. Long umbilical and shell bits attached.

What should I do?

Chicks can take a little while after hatch to get their legs under them, how long has it been since it hatched? Does it look like unabsorbed yolk on its belly or just a bit of chord left?

Not fluffing egg may be because either it hasn't been long enough (high humidity in the incubator slows them from drying) or it may be a sticky chick.

For its legs, do they look normal? Any splaying or curled toes? Any signs of slipped tendon?
