you can get him Polyvisol infant drops (NO IRON) maybe 2-3 drops once or twice a day. I think you mentioned his feathers being hard. Do you mean like plastered down?

That could be what is called "shrink wrapping," which happens if there was not enough humidity in the incubator. AS for his eyes you can use a damp, warm washcloth to gently wipe the gunk out. Your pharmacist coud probably pick out a mild OTC eye ointment to use on him. New chicks do lay around alot - it's hard work hatching, and they tire easy. Chicks can even fall asleep in the middle of standing or eating, and just fall into the bowl. Which reminds me for very young chicks, it's good to put clean marbles in a shallow water dish- as they can drown easily.

its okay i learned to make sure each egg is turned everyday next time
