The yellow slime you find in the woods is a type of slime mold. You find it on rotting things and leaf litter.

The stuff in the video, I'm not so sure. It looks like that jelly stuff you put in planters to keep the soil wet!

I saw this on an unsolved mysteries type of show a few weeks back! It came down like rain and everyone that touched it got sick. I think they eventually claimed it was bits of jellyfish....they had it tested at a lab and it was formerly live tissue. Ewww.

This kind of stuff has been happening for a very long time, there are records of ancients finding this stuff. My guess is that is what happens when water and some other minerals get super-dehydrated going through space and semi-melt in the atmosphere. No science what so ever, just my personal opinion.
