With the one I have, he seems to have really chilled out now that he's alone. He (so far) has not tried to hurt me, so maybe I'll keep him as a pet. We'll see.

THANK YOU so so so so much to all who've responded... what a great group!!

UPDATE: the next morning after I separated "it" from the hens and put him by himself, he started a very miserable-sounding sort of crow... so you were all right (of course!).

So far he's being really nice by himself (to me) and as soon as he gets that this is his new home, he'll have to choose to be a pet or a jerk... we'll see.

The hens are not laying yet, but I'm sure as soon as they know he's gone for sure they'll fell content again. Or maybe I'll buy them some little comb-wigs?

He looks like a poor quality delaware ( or del cross) rooster.
Hatchery type looking and if from hatchery they can get nasty.
When I tried them the rooster would not let anyone eat or drink and attacked everything.
He just has not found his voice yet. I bet it will be soon. Are the hens laying yet ?
If not look / listen for him crowing then.
If he is beating everyone up I would sell or cull him.
Beat of luck with everything.
 
I've had several roosters that didn't crow. If they are secure in there status and never challenged and everyone submits to them and there's no other roosters they didn't have a need to crow. My last on looked like this too.

He is a teenage rooster-- a cockerel. Testosterone is destroying his brain; therefore, he is tormenting the girls. Two pullets are not enough for a sex driven cockerel. Two possibilities: place him in a separate pen or GET MORE PULLETS! It's called "chicken math."

Looks like a definite roo there. And as for crowing, I've heard of a rooster that took two years for it to crow. It was a Buff Cochin???? Don't remember. Anyways, if yours get's meaner I would cull. Bad roo means mean genes in the chicks. And as stated above, maybe you could get him more hens.
