Wyandotte Runt?

Chicks are 10 weeks old today and little Lilac is about half the size of her coopmates. Amethyst (Buff Orp) and Indigo (australorp) have developed a good hearty "Bookboooook" voice but Lilac still cheeps like a fresh-out hatchling and still has baby "fuzz". I read somewhere that exposure to cooler temperatures can promote adult feather growth so I moved the 3 of them out into the coop. It's been getting down to 4-6C over night but it hasn't seemed to get the feathers going. I'll take some more pictures tonight
 
My runt, Delores is pretty much full feathered but cheeps like a baby if she gets separated from the flock. But her growth rate seems to have increased since they went in the coop. She's gone from 1/2 the size of the others to the size of the next smallest.

Also she's always on the roost between the other chickens. They rarely pick on her.
 
I have a runt barnevelder in my 8 week old flock of 17. She started a "little" smaller than the rest, by weeks 2-6 it was clear she was about 1/2 the size of the rest of the chicks. Finally at 8 weeks she's starting to fill out and grow, and now is probably 2/3 of the size of the rest of them, and is fully feathered, and acts perfectly healthy.

The only thing that concerns me is that your little one's voice is so loud, so just wondering if that's its natural voice, or if it's alerting that something isn't right?
 
Little Lilac passed away some time over night. I had to leave for work early so my daughters went out to check on them, make sure they had food and water and Lilac was laying dead under the perches. My kids are devastated, especially my youngest as Lilac was her favourite.
