Some people just have nothing better to do than try to make other people's lives miserable. Look on the bright side, animal control came out, took a look, and gave you a gold star. There's all the proof you're going to need to defend your right to keep the animals. Plus, she got nailed for false reports and is now on their $h!t list. That'll probably shut her up.
I really wouldn't recommend pressing for a restraining order at this time. It'll just make matters worse and could provoke her to do something malicious and/or sneaky beyond just calling and complaining to someone. If she doesn't do/say anything else, I'd let it drop. You can't pick your neighbors, and the more you strain the relationship the more miserable it may become on both sides of the fence.
If she persists, that's another issue entirely and I'd go for the restraining order.
