Oh well in my state you can't even be caught with a bald eagle feather without going to prison for years. No joke. Otherwise I would have a pet falcon already.

Kestrels are small falcons, yes. And you have to get a license, and training under a professional Falconer, I personally trained under my father, who was into Falconry from age 24, and he is still doing it to this day.
