Could be constipation. You can feed some chilled pieces of coconut oil to your chick which should help in case it is constipated.
What is the temperature in the brooder?
What exactly are you feeding the chicks
Does it drink enough?
Is one of the other chicks pecking at the outsticking vent?

The 'butt sticking out' indicates a prolapse. You'll want to separate that chick from the others to avoid them picking at. it, which could make the situation much worse.
Keep the vent moist by rubbing preperation H or even coconut oil or honey on the bum to keep it moist.

Prolapsed vent occur occasionally in baby chicks, and might be due to straining to poop. Don’t let others peck at it. Keep it from drying out with honey or oil. Coconut oil or mineral oil all may help if it is constipated. Is the chick able to poop?

Just adding to the excellent info/advice others gave and for future reference. I keep a bottle of the KY gel liquid in my chicken supplies. it's ultra slippery and I have used it for prolapsed hens in the past. It does sound like a prolapsed intestine on the chick. Not sure what caused it, but it cannot be where any other chicks can peck it because they will be relentless if they see blood. I second @Eggcessive in asking if the chick is actually able to poop.

Yes it can poop it’s just sticks and is messy

It sadly passed when i was asleep I took all the advice I could but sadly it still passed
I'm so sorry. :hit
I lost a chick to a prolapse last year, came out of nowhere. Especially with baby chicks, some things just can't be fixed no matter what you do.
That little one was lucky to have you.
