A hacksaw is the cheapest but you can use a circular saw, reciprocating saw or saber saw with the appropriate metal cutting blade.

You will need a drill and bit to make the holes that you put the machine screws through.

I just kicked 48 dummies outta the house & into the quail house so they can freeze to death tonight! Wish I could put a neon sign over the warm spot in their new pen, because obviously they can't figure it out on their own! Goes running to the farthest corners from the heat source!
