Check with your state wildlife regulations. I believe that there are a few states that will issue a permit to own Ruffed Grouse. I do know there is at least one hatchery that sells Ruffed Grouse.
I believe in Washington you don’t need a permit. I do know of that hatchery though. I will have to look into it.
 
Well I know for sure you don’t need a game farm permit.
Based on how difficult it is to find anything online concerning the Sate of Washington's laws regarding the possession of live game birds, my recommendation is to call your local game warden or DNR agent. That person should be able to put you in contact with someone that can provide an answer. I would not be surprised if Washington does not permit the possession of live ruffed grouse and therefore would not have a permit that allows such possession.
