Depends on the style guide. I prefer to use British standards because it makes more sense. If you're quoting someone, put the period or other punctuation mark where it was in the quote, but leave it outside if it's being added. Americans shove everything inside and it looks cluttered.

Some use single quotes for emphasis and double for quotations. Some use single for both, or double for both. It gets confusing. Basically, do whatever you want because it's acceptable in some style guide somewhere, but do it consistently.
Thank you for the lesson. Moved around a lot when in school. Inconsistency is probably why I had trouble. I thought it was the teachers. Then I find out the rules are in conflict. And the foundation crumbled.

Yes, punctuation is still about 1/3 personal preference, despite those that would wish a standard to be implemented.

Alas, I have no bear skulls. I would quite like one. I have seen several and their teeth impressed me.
 
Y'all Texans are nuts, but I can see why. I've never had someone show up uninvited at this house, barring neighbours, of course. If I did, I might invest in a few security systems. Like spike pits. Or automated poison dart shooters. We've got e-mail these days---I expect people to use it!
Speaking with a coworker about moving farther out in the country and found out they previously lived there and were robbed repeatedly. See previous statements about people. Both work and had predictable schedules. So they moved into town. Don't like that either because of people. So they are trying to find a better area of country to move to. Prefer an area with good neighbors that doesn't flood.

While flooding is a concern, a single bad neighbor can ruin an otherwise lovely area. Eastern Houston is a flood plain. We grow a lot of rice. The high lands have been claimed.

There is a greater than zero chance we will end up shooting an unannounced visitor of the 400 lb, very hairy variety at some point in the next few years, but I am pretty sure they don't let you keep them here. :rant

Also, that would make me sad. We're doing everything to avoid it. But the bastards unlatched and and opened my garage to feast on 22 birds and if I come home to them doing the same thing to my cats it's gonna get real.
