I am slowly trying to replace them with other trees especially Linden trees. When Wyoming declared them to be a noxious weed, they promised us that they would not go after our shelter belts. It was all a political rip off. One of the legislators had a buddy that wanted to start a business for removing the Russian Olive trees. The state couldn't pay him to rip out the perfectly good trees unless they were declared a noxious weed. They did some lying such as claiming that Russian Olives were a detriment to birds and other wildlife. I have not had any birds show up here that did not like the Russian Olive trees. The warblers love them as a wonderful place to ambush all the little flying insects that gather in them. Robins love the olives as do many other seed eaters. Deer love them for a place to hide out and they also eat the olives. The honeybees work them over when they are in bloom. My turkeys and chickens fatten up on the olives in the fall and winter.
Anyhow they declared them a noxious weed and the legislator's buddy got paid to rip them out on public property and replace them with types that won't grow here. Now that they have finished that program the state is using taxpayer money to print advertisements for him to take out the trees on private property at a cost to the property owner.
