2 weak chicks after long hatch

I had a decent hatch from my Marans eggs - 21 hatched out of 29 eggs(one not fertile). All are eating, drinking, and healthy except the last 2 to hatch are weak. One had a bloody navel which did stop bleeding after a bit. The other one looks ok except weak and small. I got them both to take water from a dropper but they don't seem to be eating or drinking on their own. The worse of the two keeps it's eyes closed and just wants to sleep. Should I try giving them sugar water? Anything else I can do for them?

I would try sugar water. I know I also tried putting honey on the beaks of my weaker ones. Hope this helps.
