We noticed late yesterday she was working on it but external pip wasn't till today about 4:30 and making progress

I peeled a little back of shell saw red blood vessels so put wet paper towel around it and put back in hatchery. She is still breathing peeping has slowed down.
I have to just leave her don't I?

Where did you peel? Around her pip or over the air cell? Make sure you do not block air flow into her pip when you wrap the egg and put it back.

I did where she pip since her beak is out. However she is not zipping anything. She is breathing but I feel like she is trapped.
 
I would peel away some of the shell and the white outer membrane from over top of the air cell. Wet down the inner membrane and it will become clear, check the blood vessels/veins in it. If they look plump and bright red it is not ready, if they are brown and dried out looking like little brown hairs then you can keep peeling. If you see red blood flow at any point stop and apply pressure until the bleeding stops then loosely wrap it in a moist paper towel and put it back for 1-2 hours, then try again.
 


This is where we are at but she can't turn around. What do I do?

I sent you a PM, you are going to have to assist her, she appears to have pipped in the pointy end, these generally will not get out on their own, they don't have enough room to turn. The only real question is when, we have to make sure she is ready before you peel her out.
 
I would peel the shell back far enough to the point the peachick can push itself out or fall out but I wouldn't pull them out as a precaution. I never really liked having to help chicks out since if you do it to early or fast they can bleed out to death and if you don't act in time you can get defects or they might die.
