24 hours since internal pip... no external pip

Little guy hasn’t pecked through yet. Is this normal? He is still chirping I just don’t know if I should help him yet. He’s been peeping for over 24 hours now.
 
I found out the problem. He is completely shrink wrapped... someone please guide me though the best thing I should do....

Are you using incubator or broody hen?
I only have experienced using a broody and from what I’ve observed they can take several days from internal pip to external from my experience. I had one chirping in egg for almost two days and was so tempted to help but after helping on previous occasions I learnt it is best to leave nature alone. The chick hatched perfectly fine. Can you hear tapping if you put your ear to the egg? If so it’s a good sign. Eventually the oxygen supply is depleted in the air sac and carbon dioxide build up causes the chick to peck harder and harder to make the external pip.
Can you see any sign of an external pip?

He is in an incubator.. I’m going to put him back in and see if he can push himself out now that I made the hole bigger.. I’m hoping he isn’t really shrink wrapped and that I just don’t know what it looks like ):
 
Oh wow.. umm, he needs moisture ASAP. But it has to be done right!!! you can NOT just pull it out of the shell etc. I would though put a damp paper towel on that shell now but leave an opoening for the chick to breath. Its drying out in the shell.. I will try to find the link to a great thread on when and how to help a chick hatching.

Thank you I thought his membrane looked insanely dry..

I’m not experienced with helping chicks hatch but I have had to do it a few times.
Did the chick break the shell itself or did you help?
I would recommend damp paper towel too as the membrane should be nice and moist! Don’t peel the chick out of the shell as from experience it ends badly
