-30 Weather What to do?

Oh my, that is cold! It seems like you are on the right track with the tarp idea. Are you keeping the coop insulated? I would put the waterer and feeder in there as well and maybe provide some grit. If you happen to go outside I would make sure they drink before it freezes.
 
A lot depends on your coop and setup. Try to prevent direct drafts, while alowing some ventilation high overhead from one end to another which will remove humidity, the wosrt danger for frostbite. Keep bedding dry and prevent spills. Heat lamps can be dangerous, but some use them. We unfortunately read about coop fires every year from fallen heat lamps. Here is some reading:

We have a heated waterer and we put the insulation boards on the outside in hopes of blocking wind. They have lots of whole corn so that should help them I think and their food and water is inside I don't plan on letting them out because I don't want their feet to freeze. We are not going to use a heat lamp because that is dangerous and if the power shuts off they sudden drop in heat I have heard has led to frozen chickens!! We left one side with no tarp for some ventilation, their coop is in a building so we left the side that is sheltered and not by the door open. Her are some pictures before the insulation but just picture 2x4x8 we have 2 of them on the side and 1 by the door and window. These were taken yesterday so we now have more snow.

Where's your ventilation? That coop being inside the hoop coop looks pretty protected from wind. Is it predator proof. And can you close the door some. Maybe just wide enough for you to get in?
