5 Week Old Chick Has Leaky Vent

My 5 week old chick has had this problem where its vent leaks white liquid non-stop for two weeks. I've treated it for vent gleet because although that problem affects older chickens, I thought the symptoms fit. The treatment was epson salt baths, anti-fungal cream, and no antibiotics. After 10 days I saw no difference. Then I put the chick in isolation in case it was getting bullied. Since the vent gleet treatment didn't work, I took someone's suggestion to treat it with antibiotics. I thought it was getting better, and maybe it is, but it's been five days and she's still leaking white stuff 24/7. I clean her up, but immediately that white stuff leaks again. It's not as bad as before, but it's still happening. I don't know what's wrong. She cries when she poops. Her vent is inflamed. I've even lubricated the vent with petroleum jelly.
 
What is she eating? has there been a little ACV in their water - when not being treated for something else, to reduce the bacterial load while her insides balance out? Are temperatures too hot for her age where you are? Sometimes they will drink more, and pass a lot of urates when too hot.
 
I'm giving her probiotics and acv. But I did notice that when I turned off the heat lamp it got better but she seemed cold. Its 75 in her brooder which is supposed to be correct, but she acted cold

Start n grow medicated and acv in water
