I don't have children, so I can't predict how I would react. BUT I CAN TELL YOU, if my parents were the parents in that situation, both of these would be on the short-list:
I predict butt-whippins of epic proportions.
i would make him get up there and apologize to everyone for that mess, for starters.
I've been a father so I'm well aware we can't watch our kids 100% of the time. However, if I left the keys to my bulldozer in it and my 6 year old climbed up in it, turned the key, and proceeded to bulldoze my house down it would be MY RESPONSIBILITY. The parents need to be held responsible for this ridiculous drama. Things like this happen every day. They just don't involve balloons and the national media. I'm sure 80% of the story we have is probably wrong but from every angle I come back to the father being at fault.
Should the kid be punished? I think so but in an appropriate way. I doubt he can understand the significance of what he did, assuming he actually did it. Again, fingers should be pointing back at the father.
I don't remember hearing anything about them (the police) having checked the house. I would think that the parents would have, but who knows? What it sounded like to me was that the older boy(s) said they saw the younger one get into the balloon's basket, so I would think the parents would call the police with this information. They probably did do a quick once-over through the house, but hiding in a box, they probably wouldn't have even thought of that. They would have believed the older boy(s), especially without finding the younger one on a quick run through of the house.
