Of course not, they knew their kid wasn't in there. How the heck could one six year old climb into that box, and then release multiple tethers from inside? Then there were the kids with cameras ready ... if I was a parent, wondering if my kid was aboard that balloon, I'd have already known something was up by then ... and I'm surprise the cops couldn't see through that too.
There's no way the other kids did not know what was going on, no way one six year old released that balloon alone. A concerned parent would have gotten the truth out of those other two kids inside 5 minutes. The fact that they didn't / couldn't tells me that they didn't need to know where the 6 year old was. They all already knew where he was.
IMO, they were all in on this, parents included.
I'd still lay odds that the original plan was for junior to be miraculously recovered unharmed from a nearby body of water, to be followed quickly by "balloon boy" interviews, book deals, and a TV show. They probably underestimated the attention that the initial event would cause, and couldn't figure out how to pull it off under all the scrutiny.
I hope they get a huge bill for the emergency services once the fraud is uncovered.
