I have never been an advocate of suspension for students for punishment. Suspensions remove the student from the very environment they learn from... not a smart move. If the student is a danger to other students then suspension and notification of LE and a parent meeting is in order. What this kid would be considered harmless with a little investigating but suspension is much easier.
I spent many visits with the principal of my younger son's middle school. They would call me and tell me DS did this or that. I would question him and his freinds or cousins that were in his class and many times I found that what the administrators said were half truths and statements that put the matter behind them. I then made it my mission to investigate every incident in detail and then only then did I get the truth or they would agree with me to end my investigating. Usually they would admit that they really never saw anything but were relying on one kids version of what happen over another. Rarely were they interested in the truth of what happenned. I suggested cameras in the halls once and they shot that one down.
Eventually I was telling the school counselor and the female principal how to punish the kids effectively...
Schools also do things like calling the parents as a CYA policy crafted by lawyers so that if **** ever hit the fan they can say "see we told you".
