8 week red sex link with nasty butt

I have 5 Red Sex Link girls that are 8 weeks old. I got them when they were 2 weeks old. One was the runt of the batch being noticeably smaller, but not ridiculously tiny. Now, the small one has a nasty butt and seems to be at the food a lot more than the others. She has grown, but is quite a bit behind the others now. I wormed them when I got them and did again two days ago. I have soaked her behind in warm water once yesterday and the day before. What should I do?!
