A hen that crows - need advice

So this morning one of my hens, Blamo, crowed! It was not a very smooth crow....but still, I would have thought it was a rooster!
In my area I'm not aloud to keep roosters.....but she ISN'T a rooster! So I can keep her, right? (I don't think I'll get reported though, I have nice neighbors.)
I could just show the people she lays eggs! :p Well, I can't get rid of her.

Good I have advice?

Hi, I have 250 laying hens of all breeds. I have had this happen. If there are no roosters present, one hen will develop rooster tendancies. She will crow, offer the other hens food, and even mount the other hens. Of course no fertilization will happen. She also will stop laying eggs. I added roosters to my girls and that hen returned to her former self. In a restricted area against roosters, this maybe a problem.

I have a d'Uccle that crows but she tends to crow for a few weeks maybe a couple of times per week off and on and then stops for months at a time, so yours may not make it an every day thing. Mine was doing it when I had the newer chicks coming about 4 mos old so I was staring hard trying to figure out if I had a roo even when none looked at all roo-ish, but it was just that my dorky little misfit Mille Fleur d'Uccle named Poppy had decided to teach herself crowing.

I have an 18 month old Barred Rock who has just trying to crow - I noticed a couple months ago that her comb and wattals (is that how that's spelled?) looked big for a hen which is why I think its her (only hear this while the chickens are still in the coop so I can't see). I do have a rooster and am worried he won't like this behavior. Does anyone know whether he might hurt her?

Hens are going to cackle when they lay so the next time you hear your hen check to see if she has laid an egg. If your neighbor has a dog that barks day and night and nobody has reported it , then I wouldn't worry about a chicken crowing. I'm around the house all the time and I don't never pay any attention to the chickens unless something is after them. Then I go on the defensive to protect them. As for my neighbors they have told me they like hearing the roosters crow and the hens cackle they enjoy hearing them. Don't Worry Be Happy.
