Jason noticed everyone was acting like zombies after taking the shots when he was younger. He didn't take them so he was still normal and able to protect his sister.

Emily had noticed it last year as well and hadn't taken it and doesn't plan to. She doesn't wanna be like them. She stayed close to her brother like always as they walked to the store.
