Yes, the babies look like lavenders. I have never seen a splash wheaten roo, so I can't really comment about him, but from the picture, there appears to be some lavender shading. Maybe this color baby is what happens when you mix a wheaten with a silver. I would think you have EE's.
Where are you in East TN? I am between Knoxville and Asheville, NC. I will be having some hatchlings this spring from my P. Smith flock and they will be pure.
Anyway, he doesn't have a very prominent cape. The last pic of a full grown male with a prominent cape. Males vary in their "splash" of color just like females from what I have seen.
