Ron, the incubator wasn’t the problem. My jumping to conclusions was. I had 1/4 cup whey. It was all at the top.
I get yogurt like that sometimes when I start with the powdered packet instead of the last batch of starter. Cultures for health warns that this can happen. It took three batches for the piima to get going and making the yogurt correctly.

Also, make the milk does not say uhp on it. Ultra pasteurized milk does not work well for culturing
