I understand the sentiment, it's a law here too that you must have a light which makes perfect sense. If you are pulled over the officer must be able to read your plate from their vehicle to call it in. No officer wants to pull over a vehicle, can't read a plate, get out and get shot because it's a stolen vehicle.
On the ball hitch, I have one too, plus my dropped receiver hitch. If my ball hitch isn't in use or I don't expect to use it I remove it to make my license plate viewable. If my truck is stolen, I want everyone and God to be able to see that plate asap! It's a bit of a pain to remove it, but I respect the law, and I respect the safety of the officer who needs to clearly see that license plate from the safety of their vehicle.
