Are chicks smart enough to see heat if they need it?

Are chicks (almost 3 weeks) smart enough to seek heat if they need it? Our coop has several heat sources (brooder plate and heat lamp to warm the ambient air) but one or two chicks love sitting on a window sill looking out which is a bit cooler (68 degrees) than the rest of the coop. (70's -80's). They look a little puffed out when on the window sill in the early morning cooler temperatures.
 
I agree, mine are very good at managing their heat requirements straight out of the incubator if they have options.

You see, they are managing their requirements.

Have you noticed that in a room full of people some people are too warm, some are too cool, and some feel really comfortable. Different people like different temperatures. Chickens are the same way, some like it warmer or cooler than others. But they all can manage.
