Are guinea fowl or pea fowl louder

That’s fine by me. I’ve done hatching before with seramas off eBay and my rate was 20% so it wouldn’t be anything new to me

But you'd end up losing more money than if you'd just bit the bullet and bought juveniles. Needless to say peachicks are also much more delicate than other types of poultry so even after hatching you're looking at a 5-10% loss of hatched chicks.
 
What is an affordable option for obtaining peafowl(off topic)? I looked at online hatcheries and find 50+/per a bit much too high for my tastes.
I have a friend that sells ~2 week old chicks (India Blue) for $45/chick. She makes sure they are eating and drinking well before selling. Give me a PM if your interested in making a trip up this way!
 
Yes, peafowl are loud but in my opinion not as irritating as the guineas. Twice I have had guineas and both times ending up finding them another home. Some I raised from keets (chicks) and the next group were adult rescues...and I loved them all...but they drove everyone crazy. Cute and funny as they were to watch, they were incessantly loud and obnoxious. I've learned my lesson.
