Are rice hulls safe for chicks?

We just got some new chicks and have been using paper towels as bedding in the brooder, but I thought the rice hulls may be easier to clean and more fun for the chicks to scratch around in. Would it be safe to use rice hulls or could the chicks get hurt trying to eat them or something?

I use shelf liner, that textured stuff. Works great!
