Aren't they old enough to lay eggs? help..

that bird listed above is no hen its obvious due to the comb and wattle i would advise you to stop waiting for the egg ta be laid and start finding a new home before he starts to crow

It would be a large comb if she was under 16 weeks old, but since she is laying age, her comb is the average size for a hen :)
 
Hidden eggs is my first thought, because she sure looks like she could be laying. Confine the flock to the coop for a few days and see what happens. If no eggs, it's simply a matter of time. I'm guessing you're in Oregon but not sure where--I know the weird weather lately (extreme heat, thunderstorms, etc) has thrown some of my established layers off their strides.

No saddle feathers... At even 2-3 months old a rooster would have obvious saddle feathers.
