LEGAL NOTICE
The regular monthly meeting of the Arkansas Game and Fish Commission will be held beginning at 10:00 a.m. Thursday, April 17, 2014, at the Little Rock Office Complex, 2 Natural Resources Drive, Little Rock, AR 72205. At that time, regulations and business pertaining to the operation of the Game and Fish Commission and other fiscal and administrative matters will be considered and acted upon, and all interested persons are invited to attend. Additionally, Committee meetings attended by Commissioners and agency staff members will be held throughout the day on Wednesday, April 16, 2014, beginning at 10:00 a.m. at the same location, and all interested persons are invited to attend.
Items on the agenda for the April 17, 2014, 10:00 a.m. meeting will include adoption of proposed regulations previously considered at the March 20, 2014, Commission Meeting, plus various Hunting and Fishing Regulations and regulations pertaining to the Enforcement Division of the Arkansas Game and Fish Commission, including, but not limited to:
1. 2014-2015 Statewide General Hunting Regulations Proposals — Adopt general hunting regulations for 2014-15 including, but not limited to, game seasons, bag limits, geographic zones, wildlife management areas, weapon restrictions and other manner-of-taking-game requirements for deer, alligator, elk, turkey, bear, quail, squirrel, rabbit, and fur bearing animals. Changes to general hunting regulation include, but are not limited to:
• Amend seasonal bag limit to allow an additional doe to be taken in Deer Zones 2, 3, 6, 6A, 8, 8A, and 10.
• Amend big game checking requirements to require hunters that harvest a bear to submit a premolar from that bear within seven days of harvest.
• Amend wildlife importation permit requirements to allow captive wildlife, excluding cervids, which originate within Arkansas and leave the state for less than 30 days to re-enter the state without the need for a veterinary examination.
• Amend wildlife rehabilitation permit requirements to enable AGFC to immediately relocate wildlife being given improper care by rehabilitators or being kept in inhumane or in unhealthy conditions, and to prohibit possession of native wildlife pets by rehabilitators except under certain conditions.
• Amend regulation prohibiting unlawful possession of pelts to add an exception clarifying rules regarding possession of furbearer pelts and carcasses, including for otter, outside of the furbearer hunting and trapping seasons.
• Amend furbearer season and limits to increase the raccoon hunting bag limit to unlimited for the entire season for public and private lands.
• Amend firearm restrictions on WMAs and deer permit requirements on certain WMAs to add a deer modern gun (restricted to shotgun/muzzleloader) permit hunt on Steve N. Wilson Raft Creek Bottoms WMA.
• Amend regulation for mourning and Eurasian collared dove season and limits on WMAs to allow all-day dove hunting on Holland Bottoms WMA.
• Amend regulations for deer season, limit restrictions, and permit requirements on WMAs to move the deer modern-gun youth permit hunt on Steve N. Wilson Raft Creek Bottoms WMA to the weekend before the statewide November youth hunt, and remove the youth modern-gun deer permit hunt on St. Francis National Forest WMA and open that WMA to the statewide November youth hunt.
• Amend regulation for migratory waterfowl hunting restrictions on WRAs to limit access on Johnson County Waterfowl Rest Area on Dardanelle WMA.
• Amend bear season and limit restrictions on WMAs to close bear hunting on Hobbs State Park Conservation Area WMA.
• Amend regulations for wild turkey seasons, limits, and permit requirements on WMAs to establish turkey permit hunts on Ed Gordon Point Remove WMA and Galla Creek WMA.
• Amend regulations for deer season, limit restrictions, and permit requirements on WMAs to establish a muzzleloader deer permit hunt for Ed Gordon Point Remove WMA.
• Amend regulations for deer season, limit restrictions, and permit requirements on WMAs to establish a deer modern-gun youth hunt on Felsenthal NWR.
• Amend regulations for wild turkey seasons, limits, and permit requirements on WMAs to establish a turkey modern-gun quota youth hunt on Overflow NWR.
• Amend regulations for deer season, limit restrictions, and permit requirements on WMAs to change the mobility-impaired modern-gun deer hunt bag limit on Pond Creek NWR to coincide with the deer state bag limit; change the deer modern-gun youth hunt bag limit on Pond Creek NWR will coincide with the deer state bag limit; and change the deer modern-gun youth hunt on Pond Creek NWR from a quota permit hunt to an open youth hunt.
• Amend regulations for wild turkey seasons, limits, and permit requirements on WMAs to change the turkey youth hunt on Pond Creek NWR from a quota permit hunt to an open youth hunt and increase the youth season bag limit to be the same as the state youth season bag limit.
• Amend regulation for buck deer restrictions on certain WMAs to change the antler criteria on Lafayette County WMA.
• Amend regulations for deer season, limit restrictions, and permit requirements on WMAs to remove the deer muzzleloader youth permit hunt on Greers Ferry Lake WMA; remove the deer modern-gun mobility-impaired permit hunt on Nimrod Lloyd Millwood WMA; and add a deer modern-gun mobility-impaired hunt on J. Perry Mikles Blue Mountain SUA.
• Amend regulations for deer season, limit restrictions, and permit requirements on WMAs to move the deer modern-gun hunt one week later on Ed Gordon Point Remove WMA; add a deer modern-gun youth hunt on Cypress Bayou WMA; and move the deer modern-gun permit hunt to after Thanksgiving on Cypress Bayou WMA.
• Amend regulations to add Lake Greeson WMA (excluding mobility-impaired hunters hunting during the mobility-impaired permit hunt) and Howard County WMA into the leased land permit system ($40 permit fee required).
• Reduce the number of deer modern gun permits from 125 to 100 on Camp Robinson SUA.
• Reduce the number of deer muzzleloader permits from 250 to 200 on Scott Henderson Gulf Mountain WMA.
• Adopt new regulation to prohibit discharge or possession of fireworks on Commission-owned or controlled property unless written permission is provided by the AGFC director.
• Amend regulations to close all hunting seasons on Harold E. Alexander Spring River WMA from Jan. 5-March 31.
• Amend regulation for horse and mule restrictions on certain WMAs to prohibit horses and mules on Harold E. Alexander Spring River WMA from Feb. 1-March 31.
• Amend regulation for feral hog restrictions on WMAs to allow the harvest of feral hogs only during the firearms bear, deer and elk seasons on certain WMAs and restrict the opportunity to hunt feral hogs at any time on certain WMAs.
• Amend WMA regulations to add Lee Creek (northwest Arkansas, 44,994 acres) into the WMA system.
• Amend all baiting regulations in section 07.00 (pertaining to alligator, bear, migratory birds and turkey) to change the penalty from a Class 1 to a Class 2 penalty.
• Amend regulation for definition of terms to define “Harvest/Harvesting”.
• Amend regulation prohibiting interference with AGFC Wildlife Officer to expand prohibition to interfering with Commission employees or agents, or Commission operations or activities.
• Amend regulations to exclude the use of air rifles as a legal weapon for harvesting deer and elk and modify the firearm definition (excluding air rifles in the deer code will also make them illegal during bear season without having to change the bear code).
• Remove the hunter education requirement for WMA permit hunts for youth hunters 6-15 years of age.
• Adopt new regulation preventing youths ages five and under from hunting big game.
• Amend regulation for migratory waterfowl hunting access restrictions to change penalty from a Class 1 to a Class 2 penalty if person is being guided, and to Class 3 penalty if person is the one who is guiding on a WMA.
2. Spavinaw Creek: Landowner Request to Stock Trout — Consider permit request from Spring Valley Anglers Rod and Gun Club to stock trout in waters of Spavinaw Creek in Benton County.
All persons wishing to be heard on these subjects should submit comments in writing to this office on or before April 10, 2014. Copies of any proposed rules or regulations may be obtained at the Arkansas Game and Fish Commission main office or through a written request mailed to the address below.

I know that is really long but I wanted to share it! I always miss these notices and the chance to be heard!
 
Some fathers take their sons, I think its crazy to take a boy that young out... It's just dangerous, not to mention how can they even pull the trigger back on a gun!

You'd be suprised how much a five year old can learn out in the woods. I think it is sine as long a the five year old has an interest in hunting and not just shooting off a gun for the fun of it.
I myself do not hunt, just don't care for it, but my grandson is 5 and is going to learn how to hunt in the next year or so.
 
My son went "hunting" a couple of times with his daddy when he was 4. My husband didn't expect to get one because a kid that young usually can't sit still (or quiet) for very long, but they get to learn patience, the joy and peace of nature, and have father/son time. To a kid that young, it's an adventure, and if it's done responsibly could be an advantage.

I think AGFC was having issues with people harvesting animals during youth hunts and checking them under the name of toddlers. Which, in my opinion is not very sportsmanlike since a 2 year old obviously did not pull the trigger.
 
Yeah, he is wonderful. Very aproachable and personable. This will be my 3rd talk I have seen him do. Can't wait to meet you. We should have one other BYCer coming as well. Be patient, there will be lots of newbies there with questions too.

I do believe that happens. I know about people who get hunting licenses for every one in the family just so he could hunt more. I guess with a toddler, they wouldn't have to buy another license? I'm not a hunter. I don't know how that works.
 
Woohoo my welsh Harlequin laid her first egg today I wouldn't have noticed it but she was squatting a lot went out and she had fishing line wrapped around her foot went in got a knife to cut the line came back out and she laid a egg lol if her being tangled in fishing line would have cause egg production I would have purposely put some in her pen instead of he accidentally finding it :)
