I know... I heard about these people who want to kill other people, so they put a BOMB in packages, then they mail them, and when they get sent, KABOOM!
How would you pressurize the bleach, to get it into the water balloon?
When I was in college (University of Idaho), a LOT of kids would get arrested, for assaulting a police officer, after the first big snowstorm of every year. There was a tradition of the fraternities having a snowball fight with the dorms. Then the police would show up and.... well one thing led to another and the cops got hit with snowballs and everybody went to jail.
I have to think that's the sort of thing that MIGHT have happened, with the water balloons.

Well, until the bleach comment the only thing I could think of was littering... balloon fights are a bugger to clean up after because of all those little pieces of plastic. Why we switched to those waterbomb jobbers.
But I think I missed something... how would you get the pressure needed to fill a balloon with bleach? With a hose/nozzle you clamp down on the mouth of the balloon and it fills with water just like air... but if you're just pouring in, where's the pressure needed to stretch the balloon... wouldn't it just be a wrinkly thing with a couple drops in it? And if so, how would that possibly burst on contact... if the balloon wasn't under pressure/stretched tight?
If I was a devious little monster, not but off chance I was mad enough, I just can't think of a way that I'd be able to fill those... anyone else know?

If you hit me with a water balloon it would be assault with a deadly weapon. I'm deadly allergic to laytex rubber!
It's got to be more than water, even more than bleach. I had a chlorine tank (not the big metal tank but the ones you put the pellets in) explode when I was standing over it. Caught most of it on the right side of my face. Burned 50% of my right cornea, 20% of my left, spiral facture of the nivicular bone in my right wrist. Yeah, spiral!, explosion twisted my wrist while it was pinned between the cap that blew off and a 8inch drain pipe. Nearly destroyed my right sinus and blew the 3rd toe off my left foot. I was holding the tank in place with my bare foot while I was screwing the cap on with my right hand. I was wearing a swimsuit and a pair of shorts. College job, life guard at a community center pool.

Thanks, it was a long time ago. Still can't stand the heavy smell of chlorine. The worse part was them actually washing the chlorine out of my eyes. Drop, by drop, by drop of sterile saline. They could make it about 3 drops and then had to drop in some pain meds, 3 more drops, pain med, this went on for like 3 hours!.
