I've bred ACs for about five years now. Not all ACs hatch out all black, and some can have red faces and wattles or mulberry faces and wattles, even if the parents were all dark.
Is it possible GFF (OP seems to be implying it came from GFF) messed up and sent a mixed chick? Sure, it could have happened. Is it also possible this is just not a very good quality AC because GFF is still a hatchery and churns them out for money like all hatcheries do? Yes.
Should this cockerel ever be used to breed? Nope, but the OP is advertising it as pet quality, so if they want to give it away to a pet home as a purebred AC, then they can.
Back five years ago when I was just getting started I ended up producing some cockerels that were very, very red in the face. And they came out of all black parents. With culling, that doesn't happen to me any more, but it can and does happen with ACs.
