baby quail deniying to eat

I've been showing it food "quail starter" like tapping on the food and maybe, MAYBE he will biting some of It for like 3 seconds and then he leaves, he knows how to drink water but not food. any ideas? thank you

Welcome how old is your Quail? Is it alone? You can sprinkle a little feed on ground in brooder to appeal to their natural pecking.

You only bought 1 what type of Quail is it. Quail don't do well alone.

Ok 2 are they button Quail they do well in pairs.

also i dont really have a brooder, I put him in a cardboard box with some hamster like foam and put him in my garage

So, the other is eating ok just having trouble with the one.
