Baby Quail hatched a day after all the rest and has almsot organs our placenta on her vent. PLZ HELP

So I had a good hatch of 9 quails and then today a 10th one came out, its really weak but looks like she is breathing fine and starting to try to move around but she has some stuff on her backside. The vent has a pink almost organ/placenta looking thing with some blood next to it (or something really red) she is making a lot of chips and is in the incubator right now. I really don't want to cull the baby bird and im hoping that its just some placenta left over and will fall off. please help any idea?

It’s hard to see but it’s under the vent so vent is clear and now that his feathers have settled it’s hard to see but I can still feel it. Any blood has dried but my issue is he will not walk around or lift his head. I’ve dipped his beak in surger water and normal water and am letting him lay on a paper towel in the brooder. He just doesent walk or lift his head. It’s been maybe 4 hours since hatch. He doesent seem in pain but more powerless like he can’t get the force to stand. Any idea if this will go away by tomorrow and he will start to walk normally. I had one other that hatched yesterday that had an issue walking but figured it out. I’m just worried that he just lays there flat with barley lifting his head.

Lacking a serious hatch defect such as when an internal organ fails to be incorporated into the body cavity, what you are likely seeing is the chicks vent. A quail is a bird and birds do not have placentas. Neither do birds menstruate or have periods which is the working definition of a placental mammal. Slow developing chicks very commonly have unabsorbed yolk sacs and this is almost always fatal because the chick is dragging its yoke sack through the contaminated dirt and poop in its brooder.

Did it require a humans help for this chick to unzip or hatch?

I feel that this chick's time on this planet is limited. Sorry.

That’s reassuring but any idea why he’s so weak? Today he’s kinda trying to move around by almost crawling but he just drags his head. He lifted a Lil bit more today but he’s still not strong enough to lift it. And he has no ate yet.

He at first only made a tiny hole and I got worried he would not be able to get out but decided not to help because I’m always told not to, he took a Lil longer but he got out and layed in the half his shell that was still there, the other half was hanging off but he has got the egg open so I let him lay a little bit and then after him laying there I was worried so I took him out, he dried up and I put him in the brooder but he still refused to walk. He chirps and try’s to move but his legs seem to weak. I saw a thread saying if you just about lift them up so they can touch the ground it helps them get more strength in the legs. He can just about lift his head. I’ve given him surger water to try to give him abit of energy.

Not sure about quails but with chicks, it's possible a vitamin deficiency. You could make a sling to have it sit straight & possibly learn to get it's legs under him. Being that he's tiny, you could also use a cup or bowl to try get his legs under him.
