Sounds like you have too many disturbances already and are taking it out on the neighbor's dog because thats what sounds logical. I can understand since it's your home, but honestly, how often does a smoke alarm go off or a CO2 alarm??? My alarms are annoying as heck and any beeping wakes me up, unless I am really deeply in sleep. And why do you like to hear the kids wake up? wouldn't that just wake you up?? As far as hearin the phone ring, do you have one in your bedroom? If so then I don't think that would be a problem. Phones are pretty loud. I have my door closed at night and I can still here he phone ring. Also, take an Advil or Ibuprofen or something. Maybe that will knock you out enough to not hear the noises.
are you suggesting that I medicate myself for sleep, ignore my parental duties, or ignore smoke alarms, and co2 detectors in lieu of complaining about a barking dog?
i dont really feel comfortable doing those things.

Jeez, you are so one of those people that just has made up his mind that things are what he says, and wants to find fault with any solution that anyone else comes up with. Most of the remarks you've made in this thread sound like a grumpy 12 yr old. You have decided that the dog barking is unbearable. You are allowing it to be that way, instead of trying to make an effort to block it out. You might be suffering from sleep deprivation and it's made you really crabby, or you might be just a crabby person. But your neighbor is not responsible for all of your problems, you are responsible for the solutions. Does your roo wake you up when it crows? How come you don't hear that?
