I really thought this was a buff cochin bc the feather feet and yellowish/ tan color it started with.

No I have some of those and mine never had spots this really just the black wing tips. I would love another one though! I'm down to 1 older pair and 2 babies in this mix thanks to critter attacks :he oh and I got porcelain d'uccles! I highly recommend the crested polish mix and bantam mix I got so many different breeds! :D
 
It's a hoover hatchery bird. I ordered online through tractor supply. Should I have gotten a mixed bird from a bantam assortment?

For the past 2 years many of the chicks from our local TSC are either mixed or EXTREMELY poor representatives of their breed. It all depends upon the hatchery utilized by your TSC. So, yes, it is possible that it is a cross bred chick -
