Beak not developing right!

Three day old gosling. I thought he just had an underbite but all the black on his beak is just not growing. Does anyone know what's wrong or how I can fix it?

I have no idea why any of this is happening. He's been growing well otherwise. It definitely has something to do with these black marks but I'm clueless.

Might possibly be a defect. Was his beak injured in any way? The black/brown bit looks almost like scabbing due to the wrinkles around it
