Bedding for keets

My keets are 1 week and 2 days old. They are in a brooder with paper towels as bedding. At what age can I switch them to pine shaving? As as you would use with chicks.
 
Mine would be on flake pine shaving straight out the hatcher if my factory brooder were filled. Never been a problem and I have hatched many as well as Many chicks.
 
I just moved mine out of the smaller brooder, that had newspaper in the bottom, into the larger one last weekend because they are flittering around trying to stretch their wings (at about 2.5 weeks old). I filled the bottom with pine shavings. I've seen them peck at the little pieces of pine, but I don't think they are eating them. Just trying to figure it out I think.
