I suppose you can say so, yes. We have 11 official languages and some unofficial ones too, so almost everyone speaks English to some extend. Most as a second language, some as a first and some speak only English. The native African languages are divided by region, like Tswana is spoken mostly up North and Xhosa in the Eastern Cape etc. In the region I live in Afrikaans and English is spoken.
