Best way to keep water from freezing?

But the waterer I have now fills from the top and works on a vacuum principle. So why can't they do it for the heated ones?

. Actually my mother's family are all from upstate (Rochester area) and CT, and my father's family are all from Maine. We (my immediate family) all flew south for the winter many years ago and never flew back north again.
