Blueish growth on skin near wing. Is it an infection or something else?

Watch it or see a vet. I don’t think that medications are the answer. I would just see if it grows. Unfortunately, if it turns out to be melanoma, the chicken might start to suffer, and the best thing would be to euthanize it. Again, I am not a vet, and vet care is the best. A necropsy after death by the state vet would be the best way to get a definite diagnosis. Here are some organs with melanoma from the article above:

The thing is @Tanya22 have one more chicken who is all fine if this is melanoma or anything contagious he's also in risk
 
Guys please notice this image of her underbelly. At one place her skin is pinkish in colour while on another side it has a blueish colour.

It appears to be bruising. Chicken bruises can range from blue to green to yellow.
I really hope that is all it is! Actually, I have to wrap Tooki up in a sheet while feeding her because she cannot find a proper position to eat in. Due to that her wings get bent and she beats at the sheet very hard trying to escape. Her wheelchair isn't ready yet so this is the method I have been using for the past 1 + month to feed her. Could it be that this method bruised her?

@connectdave I know you are probably looking for symptoms, but I do not believe Tooki has Omphalitis. Omphalitis is also know a Mushy Chick Disease or Yolk Sac Infection - this is an infection of the navel and/or yolk sac of just hatched chicks.
Simply put, Tooki is too old have Omphalitis.

It would be hard to know what that is on the top of the wing - cancer or tumor? Likely it the progression of whatever disease she has that has caused her problems from the beginning.
