Blueish growth on skin near wing. Is it an infection or something else?

@connectdave I know you are probably looking for symptoms, but I do not believe Tooki has Omphalitis. Omphalitis is also know a Mushy Chick Disease or Yolk Sac Infection - this is an infection of the navel and/or yolk sac of just hatched chicks.
Simply put, Tooki is too old have Omphalitis.

It would be hard to know what that is on the top of the wing - cancer or tumor? Likely it the progression of whatever disease she has that has caused her problems from the beginning.
