Mrsfoote the rate of maturity is often directly related to finished adult size. My silver laced cockerels(large fowl) don't even think about crowing until well into the spring, making them about 10 months old. My red cockerels are a few months ahead of them, but they don't reach the same final size, yet. Your cockerel, and rest assured it is a cockerel, will crow when the mood strikes him, be patient.
Guys I know it's frustrating dealing with some of the folks on here, but there is so much potential to help, and share you experience with a lot of people here, those that have the sense to recognize it anyway. Some are very green and need a patient hand, some have their own ideas, all you can do is put it out there and let them sort themselves out.
