Would electric fence be a doable option for you? When our cows are out on corn stalks or wheat pasture that is all we have for them.
 
The way it is positioned in relation to the road and the distance from the house and sources for electricity we have to put permanant fencing for the best results. A cow that got out into the road on a blind hill would be more of a liability than I am willing to risk.

We did look at those solar ones last year but if we plan to put that kind of money out there we may as well set a full fence.

Not to mention how they always think the grass on the other side is greener and have to reach thru!! Our corrals are lined with electric fence for that exact reason.
