I don't know South American chickens, but I see silkie, frizzle, leghorn and game traits in that cockerel.

The hen had frizzle and game traits to my eye.

They are probably both farmyard mixes of some sort.

Since they're both frizzle, I wouldn't suggest breeding them. This will cause very fragile feathers, even mostly naked chickens.
I'd suggest getting a couple of regular feathered chickens for that rooster.
