Shouldn't my alpha cockeral be attempting to mate the girls by now?

I don't know if there is a set time frame for them to begin mating with their hens but our Buff Roo started at about 14 weeks and he drove our girls CRAZY until we rehomed him at 19 weeks. In retrospect, I wish he he had been older when he tried to mate with them as they might have been more sexually mature and receptive to his advances. He constantly was chasing them around and they were having none of it so there were some injuries and just general discord in our otherwise peaceful little flock. I guess what I am trying to say is be happy he hasn't started trying to mate with your ladies yet because if they are 16 weeks old too they might not be ready for him.
 
We just hatched out a Buff Leghorn this past July. Was hoping for a pullet, but I'm just as happy it's a healthy cockerel. He sure is cute looking now that some color is coming in. I'll try to post a picture this evening just for the heck of it.
