Off colour in a buff is usually not a DQ. An entirely non-buff feather, such as a solid white or solid black feather, would be, however.
For buff plumage, you really need to wait until the bird is 4-6 months old to have an inkling of how clear it will/won't be. In general, buffs get clearer with each molt. Doesn't always work that way, but it's the norm.
